Mobile network operators are facing skyrocketing demand for voice and data services on their networks. Cisco predicts that "Globally, mobile data traffic will double every year through 2014, increasing 39 times between 2009 and 2014." To meet this demand, mobile operators have responded with costly network build-outs and wide-scale technology upgrades. While these actions can meet some of the projected increases in demand, these carriers have stated that they need access to significantly more spectrum (frequencies) if they are to meet anticipated demand over the next five years.

In the US, the FCC has pledged to make an additional 500 MHz of spectrum available over the next 10 years. However much of this spectrum will be offered on a secondary or unlicensed use basis. The FCC has made it clear that opportunistic use of this spectrum via cognitive radio networks is a key part of their plan to mitigate the looming spectrum crisis.
